The Ministry of Finance of the Republic of Azerbaijan has prepared a "Citizen's Budget Guide" reflecting the execution of the state and consolidated budgets of the Republic of Azerbaijan for 2025—a first for the Ministry. The guide presents the key results of the 2025 state and consolidated budget execution, sources of state revenue and expenditure areas, macroeconomic indicators, and reforms in public finance management in a simple and accessible format. It also details the use of budget funds—based on functional and economic classifications—for priority areas such as strengthening the country's defense and security capabilities, ensuring social welfare and social protection, continuing restoration and reconstruction in liberated territories, developing the real sector, and expanding digital transformation and innovation. The "Citizen's Budget Guide" is a key component of the measures implemented by the Ministry of Finance to enhance transparency, accountability, and public awareness in public finance management. Developed with consideration for international fiscal diagnostic tools—particularly the methodology and requirements of the Open Budget Survey—this publication serves to provide citizens with a comprehensive understanding of budget execution and acts as a guide in this area.
