A collegium meeting dedicated to reviewing the results of 2025 and discussing the tasks ahead for 2026 was held at the Ministry of Finance of the Nakhchivan Autonomous Republic
On March 12, a collegium meeting dedicated to reviewing the results of 2025 and discussing the tasks ahead for 2026 was held at the Ministry of Finance of the Nakhchivan Autonomous Republic.
The meeting, chaired by Minister of Finance Hasan Ismayilov, was attended by heads of structural divisions of the Ministry’s Administration and representatives of local financial authorities. The work carried out in the field of public financial management during the previous year was analyzed, and the main tasks for 2026 were identified.
In his remarks, the Minister noted that during 2025, the regulatory and legal framework governing public financial management had been further improved and the institutional foundations of fiscal management had been strengthened. It was stated that the decisions adopted were aimed at improving the management of budget revenues and expenditures, enhancing the results-oriented use of public funds and strengthening control mechanisms.
Hasan Ismayilov emphasized that the financial policy implemented during the previous year had produced positive results in increasing the financial capacity of the autonomous republic, raising budget revenues and ensuring the efficient management of public funds.
It was noted that in 2025, the revenues of the budget of the Nakhchivan Autonomous Republic amounted to 450 million 644 thousand 744 manats, against the projected 493 million 143 thousand manats. During the reporting period, budget expenditures amounted to 445 million 629 thousand 730 manats, against the projected 505 million 184 thousand manats. It was highlighted that this figure was 16 million 23 thousand 138 manats higher than in the corresponding period of 2024. As of January 1, 2026, the budget balance amounted to 40 million 516 thousand 533 manats.
The meeting was informed that although a subsidy of 285 million 713 thousand manats had been envisaged for the budget of the Nakhchivan Autonomous Republic from the centralized expenditures of the Republic of Azerbaijan in 2025, the actual amount allocated was 160 million manats.
The collegium meeting also provided information on the results of public financial control measures carried out during the previous year, reforms implemented in the financial sector, the development of human resources and the organization of training in finance and accounting. It was stated that measures aimed at ensuring the transparent and efficient management of public financial resources would continue in the future.
Referring to the budget indicators for 2026, the Minister stated that both the revenues and expenditures of the budget of the Nakhchivan Autonomous Republic were projected at 483 million 178 thousand manats.
The heads of structural divisions then delivered presentations in accordance with the agenda of the meeting. Issues relating to the approval of Procedure Documents for the relevant structural divisions of the Ministry and the repeal of certain previous decisions were also discussed, and corresponding decisions were adopted.
At the conclusion of the meeting, views were exchanged on current matters. It was stated that efforts would continue to increase budget revenues, further strengthen financial discipline, ensure the efficient management of public funds and enhance transparency. Relevant instructions were also issued regarding the implementation of the tasks ahead.
